Nineteen of the Russian's twenty-one victories have been won on hardcourt
A revitalized Medvedev won his initial trophy for 882 days with victory over Frenchman Moutet in the competition final.
The athlete, a former world number one, has had a difficult year, achieving just one win at the big events and experiencing a setback at the American major.
His varied form on the ATP Tour - and struggles with his service game in especial - caused him exiting of the elite rankings and ultimately separating with former coach his previous coach.
Currently collaborating with Thomas Johansson and his other coach, he has consistently advanced in the last few weeks - culminating in a hard-fought competitive victory over Frenchman Corentin Moutet.
It is his initial trophy after the Italian tournament and first on a hard court from spring of that year.
Victory also signifies the Russian has achieved 21 championships at 21 various events.
"It's the first time I'm at a event with my children together, so to secure a championship is especially meaningful," stated tennis professional Medvedev.
"This title is in tribute of my child Victoria, because the initial championship I won when my child my daughter was delivered was for her."
The athlete, the past champion, had lost his past six title deciders, featuring in the German tournament previously this season.
Medvedev's defensive strategy and frequent emotional displays on the playing surface had prompted some to doubt if his capacity to play at the elite level was concluded.
However the athlete has altered his approach in the past month, striving to come to the net and compete assertively, supported by an improved serving game.
He came back from a break down in the first set against the tricky Frenchman, securing four of the final five points to take the lead.
The pair swapped breaks in the middle set before Moutet, striving for his maiden tour victory, seized the initiative to force a decider.
He rescued four early-game chances in a competitive deciding set before the Russian won the break to fifteen to secure the win.
Fittingly, the winner earned the title with a point at the net area, with Moutet failing to handle a shot after two hours and 38 minutes.
